The modern rescue equipment for the high-mountain station, which is located at the observatory on Mount Pip Ivan, was introduced into the combat calculation of the State Emergency Service of Ukraine in Ivano-Frankivsk region.
In the framework of the last year's grant from the Subcarpathian Voivodship of the Republic of Poland, "Strengthening the Crisis Management System of Ivano-Frankivsk region by increasing the operational skills and competence of rescue services in the event of avalanches and rescue measures for the use of cable technologies" ,received ,in particular, avalanche beepers, probes and snow scooter.
The head of the Department of the State Emergency Service of Ukraine in Ivano-Frankivsk region, Volodymyr Chernetsky told about the completion of the grant and further plans in an interview with "White Elephant"-
- I can confirm ,with pleasure, that the equipment within the framework of the grant was not only received by us, but already all customs clearance procedures were completed and entered into combat calculation. We not only received the modern and reliable "weapons" against avalanches, but also at the end of the year from 12 to 18 December in the Subcarpathian Voivodship of the Republic of Poland, on the basis of the Bieschad group, the GOPR conducted training of rescuers of the high-altitude station on the Hill of Pip Ivan search and rescue department (village Yavirnyk ) Of the 4th special search and rescue group of the special search-and-rescue unit of the ARZ of the Joint Venture of theState Emergency Service of Ukraine in the Ivano-Frankivsk region. During the training, Polish rescuers taught their Ukrainian colleagues to work with modern rescue equipment, namely avalanche beaters, probes and snow scooters (snowmobiles), etc.
- - Who financed all these activities?
- - Funding was provided by the Ministry of Foreign Affairs of the Republic of Poland within the framework of the program " "Polish Assistance for Development - 2017". Also, in the framework of the project "Strengthening the Crisis Management System of Ivano-Frankivsk region by increasing the operational skills and competence of rescueservices in the event of avalanches and rescue measures for the use of cable technologies", there were joint demonstrative trainingof rescuers of Ukraine and Poland and the official part of the closure of the project handing property, which was purchased for rescue Ivano-Frankivsk region.
- What exactly got the rescue station on the Mount Pip Ivan? - Carpathian mountain rescuers were given in particular, snowmobile; avalanche equipment ABC - avalanche beeper, probe and 10 sets of shovels; equipment for studying and forecasting snow avalanches - 2 sets; sets of special clothing for 10 rescuers, in particular, thermal clothes, mountain boots, backpacks with quick access to the ABC's Avalanche Kits. All property rescuers will use in their work to save people.
- - Tell us how exactly this will happen?
- - For example, from now on, every rescuer in the event of a snow avalanche climb with the help of a signaling device will be able to send a signal that his colleagues accept by another special device, with the help of which at the radius of the meter it is possible to establish the location of the victim and to carry out the rescue measures.
- This is for finding those who have already fallen into an avalanche. And is there any equipment that is predicting the avalanches in order to prevent accidents?
- Yes. - There are modern technologies, which are fully owned by our mountain rescuers. If to explain in general, there are special saws, which cut a layer of snow. Then a special line measures the compression of snow, and in special tables, depending on how snow is compressed and wet, the danger of avalanches is predicted.
- - Where exactly are these studies conducted?
- On the tourist trails, above them, under them. In places of projected stay of tourists.
- And than, say, an avalanche shovel differs from ordinary?
- - First, it is light and small in size. Secondly, it has a special shape that allows it to work comfortably during rescue operations. Our boys have been trained with all of these equipment and received approvals about the skill and speed of their work from European mountain rescue workers.
- - And now, on the mountain of Pip Ivan, there will also be a snowmobile!
- - Yes, a snow scooter will make our rescuers mobile as much as possible.
- - How many people can move on it in the winter mountains?
- - By technical specification, 2 + 1. Plus, a snowmobile can carry sleds with the victim or cargo. In addition, the scooter does not require complicated storage conditions. It is easy to start at minus 20. It is quite economical compared with other equipment: we counted that one climb to the mountain is about 20 liters of fuel A 95.
- I would like to congratulate all of us with the fact that the first high-altitude rescue station in Ukraine, which was officially opened only in September, already has elements of serious modern equipment, and ask you about the further plans.
- This year we plan to receive next grant. Another step is the modern technology for the summer period of the rescue workers.
